Food Security: Assessment – Official Referral
Getting an official referral from a Family Service Centre (FSC) involves a straightforward, supportive process designed by the Ministry of Social and Family Development (MSF) to ensure individuals and families receive the correct type of community aid.
Step 1: Find the FSC Assigned to Your Area
FSCs are strictly zoned by residential boundaries so that social workers can provide targeted neighborhood support.
- How to check: Enter your 6-digit postal code into the official MSF FSC E-Locator or call the ComCare Hotline at 1800-222-0000.
- Examples: If you live in Clementi, your assigned center is the Foundation of Rotary Clubs Singapore FSC; if you live in Queenstown, it is the Care Corner FSC.
Step 2: Contact or Walk In
You do not need a prior doctor’s note or agency letter to approach an FSC. You can self-refer using three methods:
- Walk-In: Visit during standard office hours (usually Monday to Friday, 9:00 AM – 5:00/6:00 PM).
- Call/Email: You can phone ahead to explain your situation, and an intake worker will schedule an appointment.
Step 3: The Intake and Assessment Interview
When you first connect, you will meet with a Social Work Practitioner or Intake Officer for a private consultation.
- What to bring: Prepare your physical NRIC, current proof of address (if different from NRIC), and basic financial documents (like your latest CPF statements, payslips, or bank statements).
- The conversation: The social worker will ask questions about your household size, income, monthly expenses, and immediate challenges. This is a holistic conversation, not an interrogation, meant to see if you also need help with rental costs, utility bills, or employment.
Step 4: The Official Referral Route
Once the assessment confirms that you qualify for sustained food aid, the FSC handles the administrative backend work:
- System Logging: The social worker inputs your case into the national social service network database.
- Direct Referral Submission: They draft and submit an official referral directly to large-scale food distribution charities, such as The Food Bank Singapore or Food from the Heart.
- Activation: The receiving food charity reviews the official FSC endorsement and activates your account. You will then be notified when to collect your food packs, or when your monthly points card is ready for use at a neighborhood community shop.
